Twistee? Charly? Uneeda? Donna? Fashion doll w/ nice outfit. READ. Condition is previous owner collection doll, used.
UPDATE to description: I was looking around and this may be a vintage Twistee type doll. It's her hair that makes me think so mostly.  She looks great in that dress.. END UPDATE.
A vintage mystery to me.. appears to be an Uneeda type... The skull has the familar circular plug. Still intact. She has a hollow body with vinyl arms. All fingers there. A small spot on the chest. There are no markings that I can find. Her hair is shiny lemon blonde.. appears trimmed. Her face paint is in wonderful condition. Nothing scratched or body dented.
The outfit is a 2 snap corduroy blouse and the shirt is a heavy horehounded pattern. There are no tags. No shoes.
She looks great and presents well. Nice looking vintage doll. But my opinion is subjective. Study the photos for yourself.
